Cybersecurity in the research process
In times of growing geopolitical tensions and increasing cyber threats, forward-looking parliamentary technology assessment is becoming increasingly important as an instrument of strategic orientation. The Office of Technology Assessment at the German Bundestag (TAB) has expanded its foresight activities and developed new tools for analyzing the resilience of central infrastructure systems with the Resilience Radar and Resilience Check.
This year's resilience check examines cyber security in the research process. As part of the "TA in Dialogue" event, interim results will be presented, enriched by expert input and discussed in a panel discussion with members of the German Bundestag and experts from science and security research. The focus is on three topics:
- Protection and integrity of research data
- Cybersecurity, skills and governance in research institutions
- Digital sovereignty and trustworthy international cooperation
The aim is to classify future developments and challenges politically and to discuss options for action to strengthen cyber security and resilience in the research system.
Key questions of the discussion
- Drivers, risks and future prospects: What factors shape cybersecurity in the research process, where are the key vulnerabilities? What developments, scenarios or turning points are emerging by 2030+?
- Political classification and need for action: What is the strategic importance of cybersecurity for the research system and where is the most urgent need for action from a political perspective?
- Policy options and implementation: Which instruments, governance models and incentives are suitable for strengthening cybersecurity and resilience? Which measures can realistically be implemented in the short term?
